JOINS SCAA PRESIDENTIAL RACE
…ISSUES ACTION PLATFORM

















     
     The time has again come for the sons and daughters of Sinoe to determine the leadership of the Sinoe County Association in the Americas, Inc. (SCAA). Coming after four years of near paralysis, this election is crucial to the Association and our dear County. Recognizing that there is a dire need to restore the years eaten by the “locust”, the Tarpeh for President Campaign, after a thorough consultation and dialogue with a broad spectrum of Sinoeans, is pleased to present the Vision for Action Plan as its official platform for Election 2008 in Columbus, Ohio and as a manifestation of our commitment to the post-war socio-economic development of Sinoe County.

1.Financial Accountability- Strict adherence to sound financial practices and procedures will be the hallmark of the Tarpeh Administration.  The Administration will publish quarterly financial reports to be distributed to board members and member Chapters on a quarterly basis. An annual audit of the financial activities will be conducted to ensure fiscal responsibility and not witch-hunt.  All SCAA financial practices will be guided by generally accepted accounting principles and consistent with the Constitution of the SCAA.

2.Member Chapter Expansion And Strengthening of Existing chapters. -  Recognizing that it is vital for all Sinoeans to form part of SCAA, the Tarpeh Administration will exert great effort in expanding the membership base of the Association through the creation of more local chapters.  This effort will be applied in states and region with significant population of Sinoeans that has no member chapter.  In order to strengthen existing chapters, the Tarpeh administration will eliminate individual membership on the National level, and ensure that Sinoeans participate in the National Association through their local chapters.  The Tarpeh Administration will support and work closely with member chapters in implementing programs that affect the welfare of Sinoeans in their respective locale, and collaborate nationally to advance the interest of Sinoe County.  

3.Work with Elders and Leaders of Sinoe on Development projects:: I
     In order to unify and synchronize the process of development in Sinoe, The Tarpeh Administration will collaborate with elders and leaders of Sinoe, especially the Sinoe County Legislative Caucus, the Sinoe County Development Foundation, and The Superintendent’s Council in determining the development needs of the County and other issues of concerns to the county. We will also seek the advice of local officials, including Paramount, Clan and Town chiefs, and mayors of various cities in the County. The objective of our interaction is to adopt a bottom-to-top development approach model for the County from the SCAA perspective.

4.SCAA Educational/ Scholarship Project   Recognizing the importance of education to the growth and development of the County and to improve the education of Sinoeans, The Tarpeh Administration will vigorously pursue and expand the existing scholarship program to benefit more Sinoeans at different levels of their education pursuit, including high school, junior & technical colleges and universities in Sinoe, Monrovia and other parts of Liberia.  Efforts will be made to  ensure that Sinoe students attending the various  institutions of learning, including the University of Liberia, Sinoe Multilateral High School, William V.S. Tubman College of Technology and Cuttinton University, etc.,  are direct beneficiaries of the expanded scholarship program. The Tarpeh Administration will work closely with the Chief Education Officer of the County and other relevant parties, including the Sinoe County University Students Association and other student organizations of the county, in the implementation of this program. The Administration will also work to improve educational infrastructure and teacher training program for the County

5.Support for Health programs-

The Administration will work towards improving the quality of health in the County. Specifically, the Administration will work closely with the Chief Medical Officer of the County and Administrator of the F.J Grante Hospital in assessing areas of needs for collaboration and support. The Tarpeh Administration will expand health support to other parts of the County working in collaboration with local officials and non-governmental organizations operating in those areas.

6.Completion of the Samuel Morris Center-
The Tarpeh Administration will move speedily to complete the Samuel Morris Resource Center project which has been initiated by the SCAA in collaboration with the Taylor University and officials of the county. Upon completion, the center will serve as a modern multi-purpose complex with offices, library, hall, meeting rooms and computer center for use by the officials of the county, community and students. 

7.MODIFICATION OF SCAA  ANNUAL CONVENTION-
The Tarpeh Administration will take steps to modify the nature, style, and content of the SCAA Annual Convention to reflect problem solving and family oriented activities such as recognition of Sinoeans who have made tremendous contributions to the county in the areas of education, health and administration. It will also recognize outstanding Sinoe students for academic, athletic and other achievements while pursuing their education at various institutions in the United States.

8.Establishment of a local SCAA NGO in Liberia: The Tarpeh Administration will pursue the plan of establishing a local SCAA NGO in Liberia with offices in Sinoe County for implementation of SCAA programs and projects in the County through collaboration with county officials and other partners. This effort will create job opportunities for Sinoeans and contribute to the improvement of the economy in the county.

Fellow Sinoeans, as you peruse the platform above, you have a duty to carry our County to the future, or reverse the progress made over the years. To go forward, we need to place SCAA in capable, caring, and compassionate hand, and that hand is Mr. Elijah Tarpeh.
